How do I even add an extension?

In another topic about your favorite mod, someone said Advertisement Management.
I downloaded the zip file, unzipped it, then uploaded the folder in the ext folder. However, nothing shows up ACP!

What am I doing wrong?

phpBB extensions are impossible.

The only thing I can think of is that you're using a 3.0 extension on a 3.1 board; but even then I'm not positive.
