I am running websites since 2015. Some of my web content are at least 8 years old. In order to make my content up to day, I frequently visit my content and see if there are any outdate information that needs to be removed.
 
Frequent updates, adding new information, changing old information, updating pictures and videos, etc. - these all plat a role. I think people tend to make a post or page and just wipe their hands of it instead of trying to keep building up traffic.

Well, you have to keep writing. You have to keep researching to know the hot topics that you can write about on your website. There are no two ways about it unless you are not interested in building your website to be better.
 
If you want your website contents to be relevant all the time, you will be updating them whenever there's a new piece of information which came out and it never had the information. When you update the content, if the new information is searched for, your website's content will come up.
 
If you are running user generated content site, it will be very difficult to control quality. For instance, on forums you will have all sorts of users with different level of language and writing skills and their content might not always good. Likewise if you are running multi author author site, quality content might also be compromised. However, if you have solo blog, you can take the charge and create up to date content
 
There are two good ways of doing it. One, update the content of the page. Two, add a link to the updated content on the already indexed page. Archive your content, don’t delete and give 404.

One of the best ways to keep your website's contents up to date is by having members that are ready to post new and current contents. When you can't do it all by yourself, it's viable to make use of posting services and tell them the kind of contents that you're interested in paying for.
 
It doesn't really take much, as long as your content is new and up to date. You could also put out evergreen content, which is content that can be put up at anytime, and re-used later if you want. Other than that, make sure news is up to date and any content is relevant to the times, or is at least interesting to your audience.

Exactly! When you want new and updated contents in your forums or blogs, you're definitely supposed to work for it. New contents and updates will not just automatically come and get on your forum. It's either you're going to do it or you get those who are going to do it for you.
