For paid; vBulletin.
I had a lot of experience with it and the customization abilities were amazing.
For free; myBB.
I love it and it's the best option I believe for free scripts.
phpBB is good too, but honestly the struggles I had learning how to customize it were too much for me to ever go back to it.

Have you tried xenforo?

xpl0iter, no I have not yet tried Xenforo, but have seen some nice forums on it including this very one we are on!
It really looks like an awesome piece of software, but as I have not had the chance to run a board on it, I can't vouch for easy modifying, administrating, and management like I experienced on vBulletin and MyBB.
