It's the content. I've seen some drop-dead ugly forums (especially sports/political forums) that're on vB and they have 100,000+ posts. The content is what drives people to forums.

I'll second this. Look at Reddit, straight outta 2004 but its stupidly popular.
 
It's both for me. :p

If the design is ugly asf, I'm not going to spend my time signing up and trying to navigate the ugly forums. If there is enough content and the design is decent, I'll join.

100% this. Content is key and message is everything. And I've seen the same thing, John.
 
I think that community is the most important thing that draws people to a forum, at least in the long term. If the content of a forum is excellent but the community is toxic, I don't see many people being attracted to it. Good communities can make up for content that isn't extremely interesting as well. People are sometimes attracted to forums that are full of people they like or with whom they share things in common.
 
It's the content. Most people Google specific information to find forums, and whoever comes up on the first page usually gets all the traffic no matter how ugly the site. Like someone else has already said look at Reddit, that site is a train wreck to look at and even navigate, but it's a great source of information.

I agree with the fact that Reddit is a train wreck. Also, many of the people on Reddit aren't that bright - but they think they are.
