Do VPNs stop IP bans?

If you run a site, you're bound to deal with some bad actors who come in and try to make a problem for your site. Whether it be your forum, blog, or just a traditional site. Maybe you have a user on there who is spamming, being offensive, etc. You've banned him/her but they keep coming back. Then you go for the IP ban after a certain point.

Now days with VPNs does it even work when it comes to banning people? Because if they can change their IP location, that means they could sign up with yet another account. Is there any way to stop this?

Virtual private networks have been stopped by various platforms through different means, so it is not advisable to use these procedures in accessing a website

While I have not used this feature on my forum, I have seen that some forums can strictly block access if the user using VPN. If you can use this feature, and want to block registrations from some countries you can use this feature..
