Do I need to hire a coder for forum building?

How hard is it? This is coming from someone with no background. And sorry for all these questions, trying to get and idea on what I should do here. Is it simple enough to be able to figure out myself with no experience?

It depends. You can watch a lot of videos on Youtube and self teach yourself a lot. Unless you are going for a custom theme, you can get away with the basics with no knowledge at all.
 
You don't need to hire a coder. Having one around in case of emergencies is probably best, but it's not an absolute requirement.
