The government Tends to be the one controlling everything in a country,It also depends on the government policy the particular country,country and control it.

Country can do whatever she likes to her oil. There are some countries that do sell only small quantity of their oil to other countries and use the larger portion of the oil domestically among the citizens. Whereas, there are some countries that sell all their oil out.

Most countries are not members to international oil regulatory agencies such as OPEC. I believe such countries has full control on what they want to do with their oil

Yes I believe every country has the right to do whatever they like with the natural resources that is available in the country. That's the only one I know.. normally a natural resources are being used to develop a country but some countries are using it for corrupt practices.

Yes to some extent, the country has the absolute right to do what ever they want to do with their oil through their own government as the the people representatives but it most be on the consent of the people and also meeting up to their needs.

Since the oil belongs to the particular country we are talking about , I think they have every right to do what they likes with their source of income but some powerful countries always poknose to their affairs because of what they are trying to gain there.

Economically yes , every country has the right to do whatever they like with the resources they have. But what is the need for it to be used for illegal purposes when there are so many good ways you can use it to generate more income for the country ?

If key decisions rests on the country as you asked, I feel there's a need to go ahead but under the supervisory eyes of joint nations regulatory bodies because if not properly controlled can become a tool to perpetrate a lot of things such as financing terrorism

Since they are not under any kind of colonial ruler or they are not independent , I believe each country has the right to do whatever they like with their oil , because its their resources .

There are organisations that are responsible for the regulation of oil prices globall and member countries who a signitories to these agreement would have to abide by this act,except you are independent,then you can trade as an independent seller.
