How do you go about creating/building your website or community when you have an idea for one? Personally I write it down, all of it, then I price it out, then I get everything moving :)

The very first moment I get the idea, I will think about the domain name, and then I will buy it.
I will set up the software and other things needed. Then like you said, I will write down the things to do.

If its not a forum, most probably I will order some articles so that I can start posting and while I work on the ideas and other stuffs for the website.
 
Forum wise, I plan everything out. The design, the forums, the content, everything. Then I actually purchase the necessary materials and get started!
