Building Backlinks or creating more contents, which one did you do first?

What do you do with a new website. Do you go all about creating more contents just to draw traffic or is building more Backlinks a better option for you? I've seen people talk more about Backlinks and I wonder which one is more important.

I create some content on my forum first. That way, there looks like some activity on my forum or there is something for people to discuss when they get there. I don't want people to come to my forum and just see an empty forum.
