I believe it really depends on the size of the forum as to whether you should have a large or small staff team, saying that though in some cases forums can be quite large and staff members are still minimal as they feel it better that way. I personally at the moment for the size of forum I have prefer a small team however I would not ditch the idea of adding more if I needed to.
