What advice would you have for people who are interested in creating a forum like this one, and how do you balance managing forums or other platforms with your offline jobs or activities? I feel like this type of platform might be time-consuming especially when you just start. What are your opinions on this?

Well managing a forum or website is is a huge task. Most forum owners regards this as their job and treats it with respect. Though working on a forum or website may have been fun and adventurous still human wants are unlimited and we want more always and that’s simply looking out for more or better opportunities

Managing a forum link this is a huge and risky task where you need to be present online most of the Time for the monitoring of the site's. You need to spend a lot of money to create the site, and you need to get people like moderators to help you reduce the stress for you.
 
If you have a domain and hosting, you can install the forum scripts on your server through web hosting control panel manager and start your forum within minutes. The most difficult part will be getting members
 
It would be good if the person that wishes to have a forum like this be on bizdustry so as to learn, get to ask questions and i don't know if it's possible to talk to other members of like minds.

i would say that they need lot of time, patience and budget of course, financing a forum like this in the beginning, especially that there are no advertisers or investors is pretty hard
