I don't really see the benefits for the staff members, except for a staff rank. Obviously if you paid/rewarded them then that would be a different story. I'd rather just encourage normal staff such as moderators or admins to promote the site or reward normal users with free premium upgrades or badges etc.
 
The only way I think it would work is if you hired the staff member as an intern and made your forum a registered LLC or business significance in your country.

Then you could offer the benefit of being a professional work reference.

Otherwise, marketing tasks should stay with the forum owner.
