Perhaps they don't enough capital to run canteens. They need to grow up to the level that employees will be satisfied within the environment of business so that they can carry out nice operations for the business.

First the main reason might be because of the money to fund the canteen by the company , it might lead to loss for the company due to the fact that some staffs will eat and not pay .
