Wow!! I guess some jurisdiction can really be that crazy. Where I come from, the tenants pay the bills the moment you become signatory to the tenancy agreement. The tenants may agree amongst themselves on how to shear the bills, but they bear the responsibility of paying the bills.

Same here the tenants pay the utility besides they are the ones using it not the landlord. Ofcourse, the bills is always shared among us every month to be paid before they disconnect us.

In most cases the utility bills such as electricity, water, WiFi are charged differently from rents. The tenants cater for the utility bills while in some cases the bills are charged with the rents.
From my own perspective, I believe utility bills should be charged with rents.

I think this depends on the agreement that the owner of the house has with the people who rent the house. My landlord pays the utility bills and my friend pays has in another house
