In my country, it all depends on the contract signed when renting the property. In some cases the owner makes the repairs in others the tenants, and in some extreme cases it is between the tenant and the owner of the house. Everything depends on the repair that has to be carried out and based on the signed agreements.
 
When we rented an apartment the rental contract stated that the owner would handle all kinds of repairs to the structure except the paint. When we moved to a rented house owned by a family friend the contract has no such stipulations. I had to talk to the owner when the roof was leaking. I had it repaired and they paid half of the cost. That also goes for other repairs - the cost is shared by us and the owner. It was a verbal agreement only but I just agreed to avoid conflict.
 
There are some rules and regulations for landlord or for tanants as well if they follow their rules so i think problems will not arise.
We should consider both of the persons that who has the responsibility to repair the damage part .

Yeah. Once the property was rented out in good shape , if there exist any damage on the property , the person who rented the property is obligated to pay for the damage .
Most Estate will have a document where this will be stated and the person renting the property signs .
