What would you do #3?

Warn then ban, I cant stand racism, unless you are funny and the other guy you offend is not really offended.

It really depends on his or her actions. If he is a racist and he doesn't seem so angry or nazi, I usually let him post around. However, if I saw one post with inappropriate language, I would definitely warn him / her. If (a)he continue, then I start giving bans. I don't want to have any kind of rude posts which make my community not friendly.

I would not automatically ban a racist person. For one thing, how do I know that the person is racist? If he is making it clear by causing trouble throughout the forum, then I would give him a warning. If he continued to be an issue, I would give him a permanent ban and that would be the end of that.

Warned and banned, it shouldnt be tolerated even if they are trying to be funny, you never know if another person reads it later and get offended by it, so it would be unhealthy for the community.

Racism is unacceptable, and the more so in an international internet forum where cultures and peoples from all over the globe meet and interact. He or she is likely to offend more people and cause more harm than the benefits of that one person's interaction with your forums or your site. I would recommend a public warning, and if it happens again, permanent IP ban. If they haven't learned by now that racism is unacceptable, they'll have to learn the hard way.
