What qualities should an admin have?

An administrator should have strong communication skills, the ability to handle and resolve conflicts. What additional qualities should an admin have that you think?

Some level of professionalism, especially depending on the whereabouts of the posts.

Knowing well how to use the forum software they decided to use.

They should also be trustworthy as they have access to user details (eg IP, Emails) and just generally being trusted to do the right thing. Should also be decisive and be able to stand by and justify a decision they’ve made. Should be passionate about the community they’re trying to build too and be inclusive of everyone who joins.

A kind caring heart. Not someone who is just out for power. BUT at the same time able to ban someone if need be without them feeling bad about it.

Good leadership qualities, not run away when dealing with thugs, have a solid stance when it comes to decisions.

And, no, you can be an admin without tech skills.

You must have a very good leadership skills as well as being good in management too. Running a community is more than just running contents, you're also managing people at the same time. If you lack in human management, it's going to be very difficult for you to hold together your forum from collapsing.
