What qualities should an admin have?

They should also be trustworthy as they have access to user details (eg IP, Emails) and just generally being trusted to do the right thing. Should also be decisive and be able to stand by and justify a decision they’ve made. Should be passionate about the community they’re trying to build too and be inclusive of everyone who joins.
 
Good leadership qualities, not run away when dealing with thugs, have a solid stance when it comes to decisions.

And, no, you can be an admin without tech skills.
 
You must have a very good leadership skills as well as being good in management too. Running a community is more than just running contents, you're also managing people at the same time. If you lack in human management, it's going to be very difficult for you to hold together your forum from collapsing.
