I see lots of people are asking about this.
Google Penguin is nothing but a google algorithm. This algorithm try to find out if you're doing any blackhat stuffs or non natural ways to increase your rankings in google's search engine.

The difference between google penguin and google panda is,
Google Penguin always try to reduce your rankings and where Panda checks if your content is worthy and try to increase your rankings.

It isn't that simple, Google penguin now makes it very easy for someone to go to fiverr.com and order 60,000 scrapebox backlinks to destroy your search engine rankings.

IMO, it is doing more harm than good.

Yeah, this leads to a apocalypse of SEO I guess. One can simply do this for their competitors and their job is done!

The fact Google were inviting feedback from web masters who were hit by Penguin, shows it is not perfect. I think it was just a case of them keeping everyone on their toes and freshening thing up a little.
