What is forum and blog software written in?

Well, we know phpBB was written in php, lol. However, what about MyBB, WordPress, XenForo, IP etc.? Anyway, can anyone do php well enough to create a forum or blog with it? Can anyone write a forum or blog with some other language? Who can understand php, even at a lower level?

MOst of them are written in php with some HTML and CSS(well not some but I think css is used for the themes). Anyway if you know php good enough you can create your forum from scratch but you need to have knowledge about mySQL and databases. Can't do it with php only I think.
