What are the features of responsibility?

I think it encompasses at least these two issue

Competency: If one does not have the skills, there is no sense in taking on the task.

The second is trustworthiness: Even if one is competent to perform the task, if they do not perform it in as best they can do, if they shortcut/are sloppy, if they pass over material preparations- what's the point of attempting the task in the first place.

I am sure others will include a number of issues but

these two stick out for me.
