If you want to build a blog or a business website, the best option is using wordress as a content management system. When you use website builder, you don't control your website fully
 
That's very true. Wordpress content management system is just like website builders when it comes to build website (in terms of use and versatility).
 
You can get yourself a content management software like Joomla. This software comes with a lot of pre-built websites templates which can just use to design your website.
 
Honestly no biased here I have tried a lot of different website builders as well as WordPress builders and I have to say Divi own by elegant themes is by far my favorite.
 
I don't know about other website builders but I know that HTML has been popular and that makes it the best so far and I am sure about how good it can be
 
Theur are many website building softwares around. WordPress, drupal, blogspot, guilded, Xenforo, ojooo etc. Their are so many of them to build our website.
 
Sometimes it is better to walk to the one who will know is effective than to try something new and it takes time to get acquainted to that very thing

The best one I would likely use is the php. Although the php is an old version but it still as some quality that makes sense to users. Html and css are more modern way of creating a website they does it all but I still see some big organization still using the php mostly because of the security. Wix is good starting place as it is said by the writer

I think why wordpress stands out today is because of its simplicity and ease of use. They've stood the test of time and remain the number one choice for people.
What happened to joomla BTW? They had an amazing open CMS back then
 
I prefer the WordPress website builder if I'm using a paid hosting platform. It's flexible and offer me any type of design I want without knowing how to code. I can easily customise with plugins.
 
Concerning the best website builders that are available. I have heard of wix am really checked through it. We have wordpress which I think it is the most website builder people really use the most it is easier to use and understand, it has nice template, it is user friendly
