Google seems to support high authority sites even when they are not relevant to the search. Is there a way to push them to the front page through more relevant content or stronger brand building? All we've tried this year has worked. Any guidance and advice would be appreciated.

They have reason to be number one site and it is not very easy to displace them as they are reliable website and have authority by providing useful information as Google knows how these website helps users by engage matrices.
 
Build links, improve the quality of your material, and make it keyword-rich. with the back links no one will notice your material, no matter how good it is. It's also why, if they have a lot of power, they can write garbage and yet outrank you.
 
Use these strategies to beat your competition:-
  • Publish content BETTER than the competition
  • Create backlinks like crazy
  • Beat the competition from a technical point of view
  • Target long-tail keywords
 
Good and high-quality content dictates site authority. Try to publish original and high-quality content. When google senses your users returning regularly to your site, it would rank your site better. Keep your site SEO done at top-notch. Make your site mobile-friendly and regularly add content. This would in turn increase your member's interaction and make the site more engaging and would increase the site's authority.
 
When google displays the search result, it always tries to show results that exactly match the search phrase. The sites appearing on the top are not ranked top for no reason. If you want to beat them you should create sites that are better than these sites.
