I think it is good in the short-term, but terrible in the long-term. Anyway, in the US, where I'm from, the first part of it was started by Franklin Roosevelt (The New Deal), and the 2nd part was initiated by Lyndon Johnson (The Great Society). Its programs include Social Security, Food Stamps and HUD.
Why do I dislike it, in detail?
It breaks up families because the government help discourages work from the man of the family. Also, it just generally breeds entitlement and laziness.
