Taxes and dealing with hiring people all over the place

If you hire anyone, you may be responsible for filing taxes on the amount you paid, depending on if it reaches past a certain amount every year. What this means, is that the IRS needs to know who you are paying for services, especially if you paid them over $600 in that year in the US. I don't know what it's like for other countries though.

With that being said, what is it like having to hire many people from different locations, when dealing with taxes? A friend worked for a company that hired multiple people from multiple countries, and they all had to file differently based on their states. Taxes I mean. How annoying is it having to deal with tax rules in various different states?
