I have seen this used on websites that I visit on a daily basis but to be honest it's never been something that I have thought about putting on my forum or even on any websites. I think that if people wish to like or follow your social media pages they should have the option visible enough to be able to do so but not have it pushed in their face each time they visit the site as after a while it can get quite annoying.
 
They work well if you add them on your website following a good strategy. By example, don't add them on every page but most important pages or freebies.

I have seen people who did it well and i plan to copy that to get more likes, tweets and plus ones.
