What sort of requirements do you impose for new staff members? I've seen forums enforce a post count or time limit or behavioural record for all their new staff members. Personally I will not normally limit applicants except from those who have been sanctioned by the board for bad behaviour. When it comes to picking a candidate I will look at other factors but will offer applications to any member who wishes to apply

I would thing the following would be required:
  1. Minimum post count
  2. Actively contributing to the community
  3. Minimum of time on the forum
  4. Properly submitted and unique application response

I agree with the points above though I'd argue one and three. Good candidates are sometimes new to a community and haven't the largest post count in the world, so in my opinion the Unique Application & Active around the community are my biggest look-for points.
