Refusing to acknowledge time spent by webmasters

In some countries government agencies, tech and internet companies are refusing to acknowledge the time spent by some webmasters developing and managing their websites. Instead they are making up fake team stories and falsely claiming that the relatives and friends of dishonest top government officials are doing all the computer work, investing money in domains, to get them government jobs at the expense of the webmaster who is actually spending his or her time daily. Is this problem faced worldwide , or only in specific countries?
