a channel in which motivational speeches are posted. How we can easily monetized it if all the speeches are in domestic language and we don't have enough traffic to complete watching hours.?

There are so many channels doing exactly what you are sayin above, in english motivational videos channels are easy to monetize if you are persistent in your work.

Not easily, because what kind of motivational speeches are you going to post?
If you take from someone and post it on your yt channel that is a copyright infringement and you will get banned from YouTube faster than you can say Rewind. If you make your own mixes of motivational speeches and songs it's a gray area but still, be careful.
