An expired one cannot be legitimately transferred. It will have to be renewed prior to a transfer being done.
So you or the seller will have to be covering the license renewal before the transfer can proceed. So why not just look for an active one that has 90 days or less left on the license?

The point is you cannot legitimately purchase XenForo from someone unless it has an active license. It is a violation of the license agreement.
