Living within your means to me means you must be living on what you have and what you can afford, you should not borrow from anyone or organisation to satisfy your need.

To live within your means is that you should live and carry out all your spending and expenses based on your income,anything you cannot afford you don't need it,you shoul'nt borrow to service a life style that is not critical to your survival.
