Is it difficult to find staff for your forum?

For my new site, we brought on some amazing people at the very beginning, and we had really high hopes they would help us build the site. That didn't happen though and now we're down to 2 staff, 1 service team member and the two co-owners. That's fine for now, but I worry about getting help later when we need it.

I have been hired by a forum owner to work on his forum from Upwork. I have also been hired by another different owner to work on his forum from Seoclearks. Both of the jobs paid me $20 each. They are good platform to get jobs.
 
I managed 4 different forums when I was doing more with them and in most cases, there was never a shortage of people asking to be mods or admins. I know the one forum I helped manage a few years back always had people begging for it.
 
If you are not offering any incentives, it might be really difficult to find staff for your forum, however, if you are offering incentives, you can easily find staff. It is also difficult to find staff for a new forum because there will be a lot of work to do and no one wants to work for free.
