Humanitarian Aid

Besides food, water, and medicine; what would be the most helpful thing to give in humanitarian aid to refugees of a war torn, or enviromentally damaged country?

I would believe that clothing and money to help rebuild lives could help.

The most important thing that a country can give a people in humanitarian aid should be training the people on how to get their resources.
