How to Design a Website?

Yes but that's why their level system is best where you have to be certain milestone to get level and if you but from level 1 seller you will defiantly get better results from them.

This i a website that i have not heard off before however if you are able to create a menu then i think that it can ve a good thing to neaten up a website so i will look into it.
 
Before developing any site, first, draw a layout on a piece of paper. Define the page with titles, buttons, and how to navigate them. Then start designing it would save you a lot of time. You can use templates or site builders using software provided by your hosting website. Or you can custom design them using your favorite software.
 
First I will figure out my elements and features which I wanted and do pen design on paper than try to find something in PSD marketplace and once I got close to my needs I make changes through coding and make design and coding after everything clear.
 
Most of the websites are selling ready templates so no need to design a website as everything is made for this purpose.
 
Personally, I find it complicated. But I do want to learn at least some basics.
Designing a website, like programming, is a skill that requires some bit of training and in-depth programming and design skills. Yes, you can learn remotely, or through self-training, but it will need lots of hours in practice to perfect. But nothing is impossible if you put in the necessary amount of time it needs.

Having your website down on a piece of paper is a brilliant idea. I think that once you have a clear vision in mind about what you want your site to look like then it will be a lot easier to adjust.
