How much you need to start a forum would depend on what hosting you started with, how much the domain name is going to cost you and also whether you are going to be using premium or open-source software.
I would say around $30 - $50 if you are only looking to start with domain, hosting and open-source forum software and $100 - 150 if you are looking for hosting, domain, and premium software, definitely much more than that if you are looking to use certain add-ons with premium software.
