How much content would be enough for you to have before to opening your forum?

Engagement is one of the core foundation of all forums. What keeps anyone who joined any community are the contents they were able to find in the websites which they have interest in taking part in its discussions. Without having decent contents on your forum, your visitors will be in and out without staying or coming back.

I think that opening a forum is not that hard nowadays. If you are offering paid posting, then I think that many people would be happy to join your forum. There are many online paid forums on the internet and many people take advantage of paid forum posting. It is a win-win situation for all involved.
 
I think if your forum is built and ready to go, the best thing you can do is open it up for the public. Yeah it may take some time to get users in, and that's why you seed the forum with content, as in you or mods going in to start initial topics and then try to do a social push to bring people in. Maybe announce a giveaway to get initial bodies in. But find ways of keeping said people there if possible.

Personally, I would say that at least 50 different topics spread out all through the forum board or sections should be enough to get the discussion rolling once the forum is launched. From more new members joining, new topics can equally be added by them.
 
You can open your forum without any content, your users will not have any posts to comment on, but they will of course have a lot of room for making topics. I have opened my form with just about a dozen posts. It does not matter whether your forum has a lot of posts or very few posts, bringing members to your forum is always difficult work.
 
If you launch and open your forum with zero content without promoting it in a place where you're well known, getting members who will join and start making/adding new topics will be difficult. Most of them will join and go away. You will will have to do all the first posts yourself or pay for it.
 
Opening a forum is quite easy to do but gaining active members and keeping them as well is not always easy.

You will need content on your forum that will keep them coming back and even then, it depends on whether it is content that they are looking for as well.

I would say new content daily around 1 - 2 threads can keep people coming back but you would need to be consistent with it if you are a newly opened forum.
