How many staff members do you think is too many to have on a new/dead forum?

I have two moderators and three admins including me. My forum is semi-active and I'm working on getting it even more active right now. I think I have enough or too many staff memebrs. xD

I always keep the administrators to a minimum. Admins have access to almost everything, and to have too many staff members can create security risks as well as trust issues. In the past, I've only had about 3 total admins including me. I prefer having a handful of moderators to spread out across the forum to help prevent spam and useless posts. On a new forum, I believe 1-3 moderators and 1 administrator is plenty.
 
If your forum is new and if you think you can give a lot of time, you don't need another staff member until you have at least 100 members creating dozens of posts every day. Don't burn your budget by hiring a lot of staff members.

it also depends on what forum you have. if you have a forum with 1000 users and there are around 500 posts per day, 2 moderators are enough ... but I know forums with 200-300k members where around 10k posts per day are posted, where you need more staff members to keep everything organized.
 
I started my forum with zero staff. later when my member base grew and I started receiving a lot of posts every day, I hired a moderator for my site. I also had a coi-admin who also heloped in moderation duty. Currently, I do not have staff on my forums. I think if you can give a couple of hours to your forum, you do not really need staff on your forum.
