When you are looking for staff members, how do you go about finding them? Do you just hire from looking at users that have shown well in the community or do you post applications?

I have always chosen from within the community. I feel this is a better way to highlight good behavior and to say thank you.

I usually always found staff before I even started the forum which is a big mistake that I've learned from. I believe that your approach is a lot better than bringing aboard someone from the outside, unless you know the person that you're hiring.

It's trickier to find people from the community when you're developing a forum software like I am as I'll usually need beta testers and such. This is problematic as it tends to take a long time to build up a community around the software.

It is good to hire users you know well! You already know that its job is great! But you can also hire someone else as big companies do! You just have to request for experience proof!

With a notice "We're hiring", both internal and external visitors will apply! But if you will not pay and just give premium features to these users, better contact existing users!
