How do you determine what keywords to use?

What can you do to get the best possible keywords for your site or article? I am curious what your process is to finding them.

I use keyword tools to find high traffic, low competition, and high CPC keywords. In other words, I use keywords tools to find out keywords that a lot of people are searching on the internet but the the keyword lacks appropriate content on the internet. I also search for keywords that get high cost per click from the advertiser.
