Getting guests to become members of a forum?

These are some stats of a forum I am apart of.

In the past 15 minutes:
356 members
1180 guests

It seems like there are many people reading the forum but not engaging or voicing their opinions. Is there a reason for this? Is there a way I can get these guests to become members?

The main reason why a user may choose to be a guest as opposed to be a member is because of laziness. People often are lazy to sign up and log in, which is why they prefer to be guests.
