I don't do HTML and C+ but I can design a website on wordpress. I think a newbie should use wordpress to design a website. You can choose a light weight theme according to the niche of your website and customize with plugins and widgets.
 
Just because you have build a website with a great design does not mean people will start flocking into your website. However, it is true that traffic retention rate is high if your website has a great design. With good design, you will be able to keep your bounce rate low.
