The site I have recommended is really good. However, I am not sure if it has mobile app version. If you want to try mobile app for logo and other graphics, you should try canva. It is one of the best graphic designing app. You can also try adobe spark

The free logo service will get you 200 x 200 px logo, where as the paid service will get you 5000 x 5000 px logo. (Sorry, I forgot to mention that 5000 X 5000 option is for paid service). Unless you want to print your logo, I think 200 X 200 logo will be good to be used on your website or other online promotional materials.
