Evergreen sites? Do they still bring in money?

By evergreen sites I mean sites that usually answer a specific question that was searched for a lot. For example "Can fossil fuels melt steam beams?" and you get a 1 article site that answers that question in detail. I am considering making one for the Serbian market but not sure if it's worth still?
