Email filters should work automatically, right?

Hello,
I have a filter set up in horde on one email account to move emails that come in with "Google Alert" in the subject line to a specific folder. When I test that filter manually it works successfully. However, it does not automatically get run when new mail is received. It should run automatically though, right?

Please help.
