Do you feel cheaper traffic companies bring good results?

I am cynical on this. I would prefer to use Facebook, AdWords etc. than some pop-under etc. company. The reason being is because these cheaper places are not very trustworthy.

If you are concerned only about number and improve your alexa rank using cheap advertising companies like pop up and pop under can be good. However, if your major concern is conversion, you need better advertisement.

I'm not sure if pop-under stuff is always bad. Let's say you just want traffic to your blog etc., but you don't need a conversion. In that case, pop-unders or redirected traffic could be good, if only it was "what is says it is". If there's no real people, then obviously this sucks.
