Do you ever find times where SEO work doesn't work?

Have there been times where you do all the SEO work needed, but it doesn't work? For the most part, SEO work for me works, but I always wonder if some of my work isn't getting viewed or I'm not getting the traffic I expect. Anyway, do you ever find times where no matter what you do with SEO work, you're not getting any new traffic?

I do find this myself sometimes and it can often lead to frustration with how much work you end up putting into SEO to try and get new traffic and it just does not seem to work at all.

As much as it feels as though it is not working, you often tend to feel as though you need to keep doing it anyway just incase at some point your hard work does pay off.
 
In my observation, for a lot of people, SEO does not work. It's not because they have not done a proper SEO, it's because big companies spend a lot of money to do SEO on their website and small website owners can never compete. Small website owners do not have access to market data because they cannot use paid tools.
