Promote more, post on other forums... Or just focus more on who's actually logging into your forum and interact with them more than you normally would.
My forums are small, sometimes there are days, even weeks where there will not be even a single post. When there are no activities on my forums, I buy posting packages through webmaster forums and also engage in post exchange with other forum owners.
