Audience listening.

I try to get outside of the community and "listen" to my target audience. I look for their biggest needs, wants, and pain points. I focus content creation on those.

Then of course, it helps to be fluent in some copywriting and storytelling -- with those traits, you can doctor up a discussion that draw curiosity in and makes people want to reply.

Just keep listening and keep creating content.

People will eventually jump in.
 
It can be difficult to think of new topics to create on any forum and that is where you would need others to be able to do that but you can't force them.

I have found that by setting example and posting news events, the latest trends, members tend to then follow in suit when they see something which encourages discussion and engagement.
