Converting mailing lists to a revenue source

I have heard people who start building up a mailing list from the very beginning which can be used to market and promote their services and products. That way they can make sales even if your first source of income has reduced or even stopped!

Have you done anything like that?
And how do you make people to join your mailing list(anyone with experience)?
