card payment system wanted

Hi all
I am very new to web hosting
I would like to take card payment over the phone or even better online

I read in the search engines about the term "virtual terminals"
And that term seams to be sold by the people selling that service
But with so many tricks and scams about these days. one could easy find them selfs spending hours with a site only to find at the end of it they want to charge big money

So can anyone recommend something that is
1. Cost effective and value for money
2. Quick and easy to set up
