Im sorry to say it all comes down to advertising, you need to go post on other forums, and post threads can links up about your forum, and the more you do this the bigger your forum will get. Also SEO is really important as well, so work on that and you should be doing well.
You might want to start promoting like any other websites, and then some SEO and then a lot of promotion on the promotion forums. Also you might want to host a competition to attract some members.

I think the most important thing to do is to create a community that is the very best in its niche. Try to find a way that you can be better than all your competitors. If you can achieve that, you will have the potential to grow really quickly via word of mouth.

What's sad is that WebGurubb has always been really unique... Yet it hasn't (yet) taken off. I've seen forums that aren't unique at all do very well... There is something else in it.
Getting your forum active takes time, dedication, and also some trust. You need to be dedicated with creating content everywhere on your board. Members LOVE content and will begin to join if you have unique, some-what original content included on your board.
You also need trust, trust is important when recruiting staff, especially Moderators and Administrators. You should always be positive about your trust. If you doubt your trust, do not go any further with that conversation/action.
A forum also needs time. Time is very important, you cannot expect your forum to be active within a day, even a week. Refer to the saying "Rome wasn't built in a day", neither will your forum.
